Kuwait Introduces Strict Regulations on the Sale of Energy Drinks
Kuwait has introduced strict regulatory measures prohibiting the sale and distribution of energy drinks through several types of commercial outlets, including restaurants, cafés, grocery stores, food trucks and carts, vending machines, and delivery platforms.
Scope of the Prohibition
Under the relevant ministerial decisions, energy drinks may not be sold or distributed through any of the establishments listed above. The restrictions also apply to government entities, educational institutions, and sports clubs.
Online delivery services, takeaway platforms, and similar digital sales channels are likewise prohibited from offering or distributing energy drinks.
Permitted Sales Channels
The sale of energy drinks has not been prohibited entirely. However, it is restricted to specific authorised channels, including cooperative societies, supermarkets, hypermarkets, and designated sales areas operating under regulatory supervision.
Additional Regulatory Requirements
The regulations also introduce several additional controls, including:
A minimum purchasing age of 18 years.
Mandatory health warnings on product packaging.
A prohibition on advertising, promotion, and sponsorship.
Regulatory limits relating to caffeine content and consumption.
Legal Basis
These measures were introduced through ministerial resolutions issued during 2025 and 2026 as part of Kuwait’s broader public health regulatory framework governing the sale, distribution, marketing, and consumption of energy drinks.
