Kuwait has introduced strict regulatory measures prohibiting the sale and distribution of energy drinks in multiple commercial outlets, including:
- Restaurants
- Cafés
- Grocery stores (baqalas)
- Food trucks / carts
- Vending machines
- Delivery platforms
Scope of the Prohibition
The ministerial decision provides that:
- Energy drinks cannot be sold or distributed in the above establishments.
- The restriction extends to government entities, educational institutions, and sports clubs.
- Online delivery and takeaway platforms are also prohibited from selling these products.
Permitted Channels (Limited Exception)
Sales are not entirely banned, but are restricted to:
- Cooperative societies (co-ops)
- Supermarkets / hypermarkets
- Designated areas under regulatory supervision
Additional Regulatory Controls
The same notification also introduces:
- Minimum age requirement: 18+ only
- Mandatory health warnings on packaging
- Ban on advertising, promotion, and sponsorship
- Limits on caffeine content and consumption
Legal Basis
These measures were introduced through Ministerial Resolutions (notably 2025–2026 decisions) regulating energy drinks as part of Kuwait’s public health policy framework.
